BWSC assisted Jefferson County in establishing and implementing a formal brownfield program. BWSC worked directly with the Department of Economic Development, the Department of Community Development and the Jefferson County Economic and Industrial Development Authority to develop and implement the plan.
Concurrently, BWSC assisted the County (along with the City of Birmingham) in acquiring its first brownfield property through the Jefferson County Economic and Industrial Development Authority. The property, the Trinity Site in Titusville, was a 55-acre site adjacent to downtown Birmingham. BWSC was brought in midway through the environmental due diligence process at a point when negotiations had stalled. BWSC was able to resolve the environmental liability and risk management issues and prepare a site remediation plan acceptable to the Alabama Department of Environmental Management, the property owners, and the County. BWSC also helped create visibility and credibility of the program as well as prepare an EPA grant application.
