When the Tennessee DOT met resistance to plans for reconstructing a five-mile segment of scenic Highway 321 through Tuckaleechee Cove, BWSC was hired to prepare alternative design recommendations. The goal was to build local consensus for the needed improvements by proposing a context-sensitive alternative that respected the environment and the character of the Tuckaleechee Cove. A three-day design charrette led to BWSC’s proposed alternative that featured provisions for pedestrians and bicycles, improved access to Little River, protection of the environment, and better landscaping and traffic calming. Unanimously accepted by TDOT and the community, the alternative was constructed and the study won an Honor Award from the Tennessee Chapter of the ASLA.
