BWSC Federal Program Wins Global Air Force Award

Dayton, OH — The Barge, Waggoner, Sumner, and Cannon, Inc. (BWSC) design for the Airmen’s Campus Area Development Plan at Pope Airfield, NC was selected as a Merit Award Winner for Planning Studies and Design Guides for the 2011 United States Air Force (USAF) Design Awards Program. The project was a joint venture with KZF for the US Army Corps of Engineers, Savannah District, and created a design for a distinctly “Air Force experience” for Pope Airfield in the BRAC action incorporating it into Ft. Bragg Army base. KZF-BWSC faced significant, global competition for the award after being selected as the command-level winner in November, 2010. 

“The Federal Program business unit is very proud of this recognition,” comments Bruce Anderson, Federal Program Business Unit Director. “Not only because the creative design far exceeded the Air Force users’ expectations, but also because it exemplified the BWSC inter-office collaboration model.”

The design was created through a charrette process to meet the vision and mission articulated by Air Force leadership to focus on providing the airmen a unique, aesthetic, and functional environment in which to live, work, and socialize. They wanted a campus that exudes pride, distinction, and heritage of the Air Force to maintain identity within an army complex. Three main objectives included:  Maintain focus, support, and resources for the Air Force presence at Pope Airfield; assure future resources are allocated to the Air Force needs; encourage post-BRAC branch social interaction between Air Force members and Army members.

Beyond those three objectives, the design team strove to meet the extended objectives of improving quality of life, simplifying and enhancing campus organization, improving operational efficiency, and identifying flexible strategies for accommodating growth and change. Social interaction, pursuit of fitness, and improved “people orientation” of the campus setting was accomplished in addition to the objectives through the KZF-BWSC design.

Some of the juror comments on the design included “Plan supported the stated goals of making the campus a better place in which to work,” “Freehand sketches give a human quality to the thought process”, and “Design oriented for people, not vehicles.”

The USAF Design Excellence Award process is an annual process that begins in June of each year with submittals due in November and selections made the following February. There are six categories: Planning Studies and Design Guides, Concept Design, Facility Design, Sustainability Design, Landscape Architecture, and Interior Design. The jury panel consists of 12 members from both military and private sectors, and there are three award levels: Honor, Merit, and Citation.
