What kind of traffic problems might arise from moving 4,000 employees from nine different locations across Chattanooga to one new central corporate headquarters facility? That was one of the main questions Blue Cross/Blue Shield of Tennessee needed answered when considering a 950,000-SF new facility on 46 acres overlooking downtown.
As a subconsultant to HKS Architects, Inc., Barge Waggoner analyzed data from multiple sources including in-house employee surveys, national trip generation rates for stand-alone corporate headquarters, local traffic data, and unique weekday peak hour vehicular trip rates. Transportation planning software, TRANSCAD and CORSIM, were used to develop projections and micro-simulations. A real-time graphic presentation of vehicular traffic movements was generated and presented to stakeholders.
The result was a sound traffic management plan that dovetailed into the master plan for the new facility and provided for smooth traffic flow for thousands of employees.
